20.1 The Government of Nepal may establish appeal committees as necessary to hear appeals against the orders given by the committee in accordance with section 10 or 18. 20.2 The Appeal Committee will have the following members appointed by the Government of Nepal. 20.2.1 Judge of High Court or any person qualified to be a Judge of High Court – Chairman 20.2.2 Expert in relevant subject matter – Member 20.2.3 One eminent person – Member 20.3 Making statement to Appellate Committee, understanding witness evidence , the court will have the same rights as to summon the witness and produce the documents. 20.4 The appeal committee itself will determine the procedure for the operation of the appeal committee. 20.5 The terms of office, service conditions or facilities of the members of the appeal committee shall be as prescribed by the Government of Nepal.
